Connect 313

Before we jump to the nomination information, here’s a brief review of Connect 313:

Vision
Ensure every Detroiter is fully digitally included, improving the quality of life for all residents.

Mission
To put in place by 2024 the means for all Detroiters to have access to appropriate devices, internet connections, technical support and digital resources for improved learning, employment and wellbeing.

Community Council & Committees

Committees make recommendations to the larger Community Council from proposals submitted by the community. All committees should work together to ensure recommended support is fair and accurately reflects community needs.Each Committee member will serve a minimum one-year term and may serve up to four consecutive terms – unless the Committee is sooner dissolved.

Digital Literacy & Skilling Committee

Committee Purpose: To ensure that all Detroiters can build digital skills, to support their employability, lifelong learning and well-being.

  1. Digital Literacy & Skilling Core Responsibilities:
    1. Develop and submit recommendations geared towards improving digital literacy and technology skilling outcomes for Detroiters
    2. Convene partners and identify new priorities and opportunities for impact
    3. Form sub-committees to address priority areas and create/review/approve additional recommendations
    4. Seek new sources of funding & identify new funding models for sustainable digital skill development
    5. Identify research topics for broader impact

Devices & Connectivity Committee

Committee Purpose:To ensure all Detroiters have access to quality devices and high-speed internet.

  1. Devices & Connectivity Core Responsibilities:
    1. Develop and submit recommendations geared towards improving citywide internet connectivity and resident device attainment. (Computers, tablets, smartphones, etc…)
    2. Convene partners and identify new priorities and opportunities for impact
    3. Form sub-committees to address priority areas and create/review/approve additional recommendations
    4. Seek new sources of funding & identify new funding models for public Wi-Fi expansion, in-home internet access, computer sourcing and distribution
    5. Identify research topics for broader impact

Special Projects Committee

Committee Purpose:To develop the strategies by which the stakeholders are convened & organized, and by which capacity-building resources are coordinated & developed.

  1. Special Projects Core Responsibilities:
    1. Develop and submit recommendations geared towards improving citywide coordination for community building and resident engagement
      1. Current projects include:
        1. Neighborhood Technology Hubs
        2. Data Collection & Surveying
        3. Media Activation/Storytelling
        4. Community Ambassadors
    2. Convene partners and identify new priorities and opportunities for impact
    3. Form sub-committees to address priority areas and create/review/approve additional recommendations
  2. Seek new sources of funding & identify new community engagement models for shared ecosystem activation and collaboration
  3. Identify research topics for broader impact

Policy, Advocacy & Ecosystem Committee

Committee Purpose:To develop an ecosystem-based approach that builds on and enhances existing work; to devise strategies that allow Connect 313 to advocate and fundraise for specific, data-informed needs at the local, statewide, and national/federal level.

  1. Policy, Advocacy & Ecosystem Core Responsibilities:
    1. Develop and submit recommendations geared towards crafting digital inclusion policy at the local/state/federal level; form advocacy campaigns on behalf of unconnected/underconnected Detroiters
    2. Identify and drive opportunities for digital inclusion awareness
    3. Event Planning (Digital Inclusion Week, etc…)
    4. Attract opportunities for local/national/federal/statewide partnership and funding
    5. Identify research topics for broader impact

Structure & Operations Committee

Committee Purpose:To develop the organizational structure of Connect 313 including the function and composition of each level of the decision-making process.

  1. Structure & Operations Core Responsibilities:
    1. Develop governance structure & composition of Community Council and Council Committees and groups
    2. Maintain the membership list of the Community Council and all Committees
    3. Assess Diversity, equity and inclusion breakdown of Community Council and Committees
    4. Develop Connect 313 Guiding Principles
    5. Establish meeting cadence for the Community Council and all Committees
    6. Facilitates Connect 313 elections
      1. Run the nomination & voting process for Council leadership positions, ensure all positions are filled through a fair and democratic process
      2. Ensure that all committee seats are filled

Committee Chair + Connect 313 Election

Each committee is comprised of no more than 10 appointed committee members with 1 elected committee member serving as chair. All committee chairs are elected by a majority vote by the Community Council

  • Digital Literacy & Skilling: 1 elected chair
  • Devices & Connectivity: 1 elected chair
  • Policy, Advocacy & Ecosystem: 1 elected chair
  • Structure & Operations: 1 elected chair and 1 elected vice chair
  • Special Projects: 1 elected chair

*Connect 313’s first election will kick-off 12/10/2020*

Committee Chair Responsibilities:

  • Ensure committee recommendations align with Connect 313 mission, vision, values and annual goals
  • Attend all committee meetings
  • Notetaking for all committee meetings
  • Provide progress reporting to broader Connect 313 structure
  • Be available for approximately 10-12 hours per month to work on Connect 313 Committee work; this time includes meetings and work items as required

Committee Chair Stipend:

  • Each elected committee chair will receive a $5,000 annual stipend
  • Stipend eligibility is limited to persons over 18 years of age and legally authorized to work in the USA
  • Stipend is dispersed throughout the year following successful completion of quarterly reporting duties to the broader Connect 313 structure
  • 1099 forms will be issued for tax purposes
